SUMMARY:

Our client, a multinational and a leading owner and operator of communications sites for the wireless and broadcast industries is looking to recruit a procurement officer for Uganda operations.

 DUTIES AND RESPONSIBILITIES

 The Procurement Manager is primarily responsible for managing a team of purchasing agents who execute bids and purchases of services and materials for maintenance and capital projects. The incumbent will maintain inventories, arrange logistics and warehousing to support projects. The Procurement Manager will also be responsible for managing and enhancing customer relationships, building vendor partnerships, process improvements within the team, achieving cost savings goals and negotiations with contractors and suppliers. The incumbent will ensure quality and cost-effective procurement solutions are delivered to the internal team members according to business practices. The manager will have primary responsibility for team evaluations and motivation to achieve departmental and company goals. 

 

 

ESSENTIAL FUNCTIONS:

  • Procurement Manager will identify and pre-qualify new contractors for use by the company.
  • Collaborate closely with functional groups within the company including Operations, Redevelopment, Development, Engineering, Land Management, Regulatory and Environmental to enhance the cost effective use of vendors and to create new solutions that improve the company’s process speed, reduce risk, preserve capital and increase EBITDA.  
  • Manage competitive bidding and negotiation of all Requests for Proposals (RFP’s) to meet company goals and objectives.
  • Ensure timely and value added analyses are produced in response to bid requests.
  • Negotiate with suppliers and contractors to establish best pricing.
  • Supervise and guide Procurement Staff activity in the negotiation of contract terms and conditions for annual RFP’s with vendors and suppliers.
  • Establish working relationships with general contractors, vendors and logistics providers to ensure delivery of the company’s materials and services.
  • Revise and enforce the use of documented procedures as they relate to the procurement.
  • Work with the Warehouse and Facilities Manager to ensure that inventory and shipping requirements are maintained.
  • Work with the Warehouse and Facilities Manager to ensure that inventory levels and age profile is within company requirements.  
  • Create new processes and update existing processes in support of overall Company and department objectives.
  • Consistently strive to create, develop and implement additional procedures, systems, programs and processes aimed at continuous improvement, quality and customer enhancement.
  • Lead the execution and delivery of all commodity negotiations on a national level.
  • Establish short-term and long-term strategies to meet present and future team objectives.
  • Work with the Accounts Payable team and vendors to provide a proper billing procedure and process.

  • Ability to interpret blue print drawings for tower redevelopment & new tower builds, modifications, site OPS repairs & maintenance and ongoing service related activities.

 

 

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree preferred
  • Experience required in contract negotiations, commercial collections and commercial sales.
  • Experience in the wireless industry required
  • Experience organizing and leading teams required
  • Experience in supplier/contractor negotiations, evaluations, selections, assessments preferred.
  • Previous project management experience required.
